If layoffs are coming, do them before Halloween.
After Halloween, people are already bracing for Thanksgiving and the holidays. Cut jobs then and your whole organization carries it through Christmas, New Year's and the reset. It takes until March to heal.
Before Halloween, people still have time to recover and start the new quarter fresh. Katee and I say it every year.
